Larry D. Turner is a respected leader in government oversight, accountability, and national service. With more than two decades in federal service and 24 years as a U.S. Army officer, Turner is recognized for his integrity, strategic vision, and ability to lead organizations through crisis.


Inspector General of the Department of Labor


On December 7, 2021, Mr. Turner was sworn in as the 8th Inspector General of the U.S. Department of Labor (DOL), following his nomination by the President and unanimous Senate confirmation. As head of the Office of Inspector General (OIG), he directed an independent organization with an annual budget of $110 million and more than 350 professionals, including investigators, auditors, attorneys, and senior executives.


Under his leadership, the OIG oversaw approximately $14 billion in federal funding across core programs such as unemployment insurance, worker safety and health, training and reemployment services, pension and health benefits, and wage and hour standards. His office also investigated organized crime, labor racketeering, union corruption, and human trafficking in collaboration with law enforcement.


Leadership During the COVID-19 Pandemic


Turner led the DOL OIG through its most challenging period: the COVID-19 pandemic. Fraudsters exploited the $888 billion unemployment insurance program, prompting his office to secure $38.5 million in supplemental congressional funding. His oversight efforts resulted in over 2,000 indictments, 1,400 convictions, and recovery of more than $1.1 billion in stolen benefits. His findings revealed $191 billion in improper UI payments, including at least $76 billion in confirmed fraud, leading the President to request an additional $100 million to strengthen fraud recovery.


He testified before multiple Congressional committees, including Oversight and Accountability and Ways and Means, and was one of nine Inspectors General invited to the White House to discuss pandemic fraud and accountability with the President.


Earlier Service and Army Career


Before his DOL appointment, Turner served as Deputy and Acting Assistant Inspector General at the Department of Defense and Deputy Inspector General for the Army Installation Management Command. He joined the Inspector General community after a distinguished 24-year career in the U.S. Army, retiring as a Lieutenant Colonel. His Army service included leadership assignments as a Liaison Officer, Executive Officer, and senior staff leader.
