Overview of the FFD4 Framework

What is FFD4?

The Fourth International Conference on Financing for Development (FFD4), held in Seville, Spain (June 30 – July 3, 2025), was convened under the auspices of the United Nations to renew and accelerate global commitments to sustainable development. It establishes a strategic roadmap to close the $4 trillion annual financing gap, reform global financial governance, strengthen transparency, and accelerate SDG implementation.


Who Participates?


FFD4 is a multilateral effort involving all 193 UN Member States, along with multilateral development banks (e.g., World Bank, IMF), the private sector, civil society, academia, and philanthropic foundations. Key focus is given to developing countries, including LDCs, LLDCs, SIDS, and MICs.

Who Governs It?

FFD4 and its implementation are coordinated through the UN Economic and Social Council (ECOSOC), supported by:

- The Development Cooperation Forum (DCF)
- The UN Department of Economic and Social Affairs (UNDESA)
- Collaboration with IMF, World Bank, UNDP, WTO, UNCTAD, and regional institutions
